
Tashkent, 10 March 2025—The UNDP’s Biodiversity Finance Initiative (BIOFIN), in collaboration with the Ministry of Ecology, Environmental Protection, and Climate Change and other partners in Uzbekistan, has developed a Biodiversity Finance Plan—a strategic roadmap for mobilizing resources to protect the nation’s rich and unique biodiversity. This plan provides a clear framework for securing investments and ensuring the long-term conservation of Uzbekistan’s natural heritage for future generations.
Key highlights of the plan:
✅ Strategic collaboration: Developed through a partnership between the UNDP BIOFIN programme, the Ministry of Ecology, Environmental Protection, and Climate Change, and other key national stakeholders, ensuring a holistic and nationally owned approach.
✅ Innovative resource mobilization: Introduces diverse financial mechanisms and strategies to boost investment in biodiversity conservation, including public funding, private sector engagement, and international partnerships.
✅ Alignment with national priorities: Fully integrated with Uzbekistan’s national development goals and environmental policies to ensure biodiversity conservation is embedded in broader economic planning.
✅ Targeted investment in key biodiversity areas: Prioritizes the protection and sustainable management of Uzbekistan’s most critical ecosystems, including its unique deserts, mountain ranges, and wetlands.
✅ Capacity building: Strengthens the ability of national institutions and local communities to manage biodiversity resources effectively and implement sustainable financing mechanisms.
✅ Robust monitoring and evaluation: Establishes a comprehensive framework to track and assess biodiversity finance initiatives, ensuring accountability and adaptive management.
"This Biodiversity Finance Plan demonstrates Uzbekistan's commitment to safeguarding its natural heritage for future generations," said Akiko Fujii, UNDP Resident Representative in Uzbekistan. "We invite all stakeholders—government agencies, the private sector, civil society, and international partners—to join us in implementing this ambitious plan and building a sustainable future for Uzbekistan."
"The jointly developed Biodiversity Finance Plan provides a clear roadmap and can become instrumental in improving the national biodiversity financing framework," said Mr. Abduvokhid Zakhadullaev, Deputy Director of the National Climate Change Center under the Ministry of Ecology—a key national partner of the project in Uzbekistan—during the BIOFIN Project Council meeting on February 28, 2025, where the Plan was discussed and endorsed by national stakeholders. "We look forward to joining forces with UNDP and other interested international partners to implement the proposed Plan and ensure the protection and sustainable use of our rich national natural heritage."
